故事大綱
興林國國君妙莊王(劉丹)因滅佛而觸怒上天，以致膝下無兒，只有三女。大女妙心(吳君如)和次女妙元(廖安麗)性情善妒；三女妙善(趙雅芝)天資聰穎，極具巧思，愛國愛民，被妙莊王視為皇位繼承人。惟善生就慧根，崇尚佛法，不慕俗世名利，後更因拜佛而與妙莊王發生衝突，終離宮遁跡佛門。
雲天朗(任達華)為忠良之後，欲殺妙莊王，替父報仇。朗巧遇善，為之傾心，惜她一心向佛，堅拒其愛。
時興林國大權為國師把持，民不聊生。善不畏艱辛，上七重天取羊脂白玉瓶以救蒼生，國師聯同滅世魔尊合力阻止。魔尊更以妖火焚城，善不敵，而妙莊王亦被打下十八層地獄。究竟善能否戰勝魔尊，拯救萬民和父親，繼而得道成為「觀世音」？
